City of Kirksville declares traffic, snow emergency

Due to impending inclement winter weather, and the U.S. National Weather Service’s Winter Storm Warning, the City of Kirksville has declared a Traffic/Snow Emergency (per Section 15 of the Municipal Code), beginning at 5:00 p.m. on Friday, January 18, 2019. All vehicles must be removed from all Emergency Snow Routes, including City streets in the Downtown, or Central Business District, within two hours following the beginning of the Traffic/Snow Emergency, or by 7:00 p.m. Vehicles not removed by 7:00 p.m. on Friday, January 18, 2019, may be ticketed or towed.

Residents are also strongly encouraged to remove vehicles from all other City streets to assist City crews with the task of snow removal. As a reminder, it shall be unlawful for any person or persons to remove any snow or ice from private property and place or cause to be placed such snow or ice on any public street, alley, sidewalk, or other public place (per section 21-6. of the Municipal Code). This applies to all persons including contractors, businesses, other governmental entities, and private citizens. Additionally, the owners, agent or occupants of any real property within the city shall keep the sidewalk along and in front of the property owned or occupied by or under their charge or keep clean from snow and ice, and, after a snowfall, such owners, occupants or persons in control or charge of such property shall, within twenty-four (24) hours after such snowfall, cause such snow on their sidewalks to be removed (per section 21-5. of the Municipal Code).

This winter storm, per the U.S. National Weather Service, may consist of ice, snow, frigid temperatures, and high winds. This will significantly reduce visibility and the drifting of snow should be expected. This Winter Storm Warning is in effect through tomorrow, Saturday, January 19, 2019 at 3:00 p.m. The City is closely monitoring the situation and asks citizens to monitor local media and City communication channels for further details. If more time is needed for snow removal, an additional press release will be issued.
